When Does an Expat Leader Add Value?
Start with the capability your organization needs: launching unfamiliar technology, leading a complex business turnaround, building international operations or transferring specialist expertise. An expat leader can be a strong option when that experience is difficult to source locally and the assignment has clear outcomes. Nationality alone does not demonstrate leadership quality. Compare local and international candidates against the same evidence, assess cultural adaptability, and plan how the leader will develop Bangladeshi colleagues.
For a senior or scarce-skill position, targeted headhunting can reach suitable leaders who are already employed overseas. Agree the mandate, decision-making authority, compensation, relocation support and local succession plan before making an offer.
On What Grounds Can BIDA Approve the Hire?
Bangladeshi candidates receive priority. The role should require specialist qualifications, skills or experience unavailable locally. An eligible employer must demonstrate the recruitment need and satisfy the relevant staffing ratio. The 2023 guideline generally requires advertisements in two national dailies and a Bangladesh job website, at least 15 days for applications, and a recruitment evaluation report; specified senior intra-company transfers may qualify for an exception. Submit a knowledge-transfer plan for local employees.
Industrial local-to-foreign ratios are 10:1 during project implementation and 20:1 during production. Other technical/managerial categories have different ratios. Confirm the applicable work tier and any approved relaxation; outsourced staff do not count as the employer's own employees.

What Should the Employer Prepare?
- Organization: registration or office permission, incorporation documents, board approval of the appointment and compensation, authorized representative and current company tax clearance.
- Candidate: passport, appropriate visa and arrival stamp, visa recommendation, employment contract, qualifications and experience evidence.
- Workforce: local/foreign staffing statement, recruitment evidence and the names of local employees to be trained.
- Capital evidence, where applicable: foreign-owned and joint-venture employers may need an encashment certificate showing at least USD 50,000 capital inflow. This is company capital evidence, not the employee's work-permit fee.
Use the checklist for your employer category in OSS. Apply for the work permit within 15 days of arrival with the appropriate visa. For employment, the E visa is the usual category; investors and short technical assignments have separate categories. Complete the security-clearance application through OSS within the deadline stated in the permit. A visa recommendation alone does not authorize employment.

How Long Can an Expat Stay and Work?
- 1 YearNormal initial work permit
- Up to 2Years per approved extension
- Beyond 5Years: individual review
Employment beyond five years is generally discouraged, but an extension may be considered with justification, performance evidence and a local succession and training plan. Apply for renewal at least two months before expiry. These are work-permit terms, not a blanket permission to stay: keep the visa, passport, work permit and applicable office permission valid. Immigration must separately grant the required visa extension.

What Tax Does the Employee Pay?
Tax residence is separate from visa status. Under the Income Tax Act, an individual is resident after at least 183 days in Bangladesh in the income year, or at least 90 days that year plus 365 days in the preceding four years. Employment income includes taxable salary, allowances and benefits. Residents generally fall within worldwide-income taxation; work performed in Bangladesh can be taxable even when paid overseas.
Standard Resident Bands · Assessment Year 2026–27
| Annual Taxable Income (BDT) | Rate |
| First 400,000 | 0% |
| Next 300,000 | 10% |
| Next 400,000 | 15% |
| Next 500,000 | 20% |
| Next 2,000,000 | 25% |
| Remaining Income | 30% |
The bands are progressive and apply to taxable income, not simply gross salary. Non-resident individuals who are not Bangladeshi citizens generally face 30% on taxable Bangladesh income. Special thresholds, exemptions, minimum tax, surcharges and an applicable tax treaty can affect the final liability. Use the rates for the relevant assessment year.

What Must the Company Pay or Handle?
The employer must deduct and deposit applicable salary tax and meet withholding reporting obligations. Agree whether the offer is gross or net of tax; an employer-paid tax benefit needs payroll treatment. The company's own corporate tax is separate and depends on its tax category. Arrange the employee's tax return and any required departure clearance. If an expat leaves with unpaid income tax, the employing organization can become responsible for settlement.
Budget separately for permit charges: the foreign/JV project service page lists BDT 5,000 per person per year plus 15% VAT on that fee. Visa charges and the applicable OSS invoice are separate; the fee is not an additional 15% tax on salary.
